Duties include analyzing and remediating all types of electronic documents to eliminate accessibility and structural defects; analyzing websites and applications for conformance with standards and guidelines; preparing and presenting reports of results, including recommendations for remediation and HTML code examples; and creating and delivering technical training for program, administrative and web/application development staff on accessibility for the content and applications that they create. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs)EJF 1: Analyzes and tests all information communication technology formats, including PDFs, Microsoft Office documents, websites, desktop applications, and mobile applications, to meet accessibility standards. Uses a variety of automated and manual testing tools and techniques as well as assistive technologies to identify and evaluate accessibility compliance impact. Conducts research into accessibility documentation and best practices for authoring/development tools and platforms used by HHS/DSHS to support content authors, developers and designers. Recommends changes to make content accessible and remediates accessibility issues. (35%) EJF 2: Provides coaching, guidance, training and technical support to junior accessibility specialists, document authors, content creators, and developers in program areas, support areas, communications and IT on remediation of EIR to meet all WCAG success criterium and improve accessibility across HHS and DSHS. Builds awareness of accessibility across the agency and encourages staff to implement best practices for accessibility in all electronic information resources including all types of electronic documents, presentations, workbooks, PDFs, webpages, applications, forms, and training materials and monitors compliance with all Federal, State, and agency procedures, policies, rules, and laws for accessibility. (30%) EJF 3: Creates reports that describe accessibility obstacles, identifies the particular WCAG success criterium not met, provides detailed defect descriptions, with screen shots or screen reader recordings as appropriate, and recommends solutions to remove the compliance failures. Delivers testing results to customers and participates in follow-up discussions to develop a plan for bringing websites and applications into compliance. (20%) EJF 4: Participates in the development and delivery of instructional materials, aids, and manuals to meet training needs. These may include accessibility validation procedures, test processes, template user guides, and PDF remediation references.(10%) EJF 5: Performs related work as assigned. (5%) Knowledge OfKnowledge, Skills and Abilities (KSAs): * Accessibility guidelines, standards, rules and laws relating to accessibility for electronic information resources for people with disabilities including the Web Content Accessibility Guidelines (WCAG), Section 508 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), Texas Government Code Section 2054.460, and Texas Administrative Code Chapters 206 and 213. * Expert level knowledge of MS Office and Adobe Acrobat Professional with the ability to train others in using these authoring tools to produce accessible documents and forms. * Expert level knowledge of automated and manual accessibility testing tools and assistive technologies including keyboard operation standard desktop software and windows operating system, screen readers, and voice recognition software. * HTML and PDF tag structures, attributes and properties relating to accessibility.
